This story begins on November 10, 1939. Indeed,
it was then when doctor Alberto P. Leon, as General Secretary of
the Department of Public Health and in representation of the director,
presented the decree by which the organism of cooperation and social
action named COMITÉ NACIONAL DE LUCHA CONTRA LA TUBERCULOSIS
(National Committee Against Tuberculosis) is established permanently,
to General Lazaro Cardenas, Constitutional President of the Mexican
United States, for signing; so it can be the dynamic force for the
campaign against that disease, being under the jurisdiction of the
Department of Public Health. It was given legal personality, so
it'll be able to do all kind of contracts, collect donations and
goods of all kind, to administer and invest them for the own committee's
goals. The decree, that was approved by the president, was endorsed
by doctor Jose Siurob, Chief of the Department of Public health
and by the Secretary of the Office of Treasury and Public Credit,
mister Eduardo Suarez.
This way the committee was created, despite the
fact that the Presidential Decree took effect on March 28, 1940,
when it was published in the Federation's Official Journal.
It was then when became reality the idea that doctor
Alberto P. Leon had since 1934, when he visited the headquarters
of the American Tuberculosis Association in the United States, where
he knew about their activities, that they obtained resources from
the public mainly by selling a Christmas seal against tuberculosis,
using these resources for the construction and maintenance of sanatoriums
and hospitals for people with the disease; and for the acquisition
of equipment and materials, and to pay grants for investigations
and specializations in tuberculosis.
Since before the existence of the committee, the
Mexican Government had demonstrated its preoccupation to fight the
public health problem represented by tuberculosis. So, in February
of 1934 by Decree of General Abelardo L. Rodriguez, President of
the Republic, is established permanently the Campaign against Tuberculosis,
and that same year the basis for the organization of Anti-Tuberculosis
Dispensaries are published in the Official Journal, both as previous
steps for the creation of the Committee.
Given the small hospital capability, on January
30, 1941, in one of its first agreements, the Committee decided
to collect donations to build hospitals, sanatoriums and rehabilitation
centers, including a hospital in Mexico City and two sanatoriums
to attend tuberculosis sufferers in the coasts of the Pacific and
the Gulf.
In 1943 the committee issued its first TB Seal
with a sketch inspired in the painting "The Adoration of the
Shepherds" or "The Night" from the Italian painter
Antonio Allegri, el Correggio. What was collected through its sale,
plus other donations, was used for the construction of Dispensaries
and for modifications in hospitals for tuberculosis sufferers.
